France: State Council Advises Against Full Ban on Islamic Veil

PARIS – The Sate Council, France’s top administrative body, has advised the government that a complete ban on Islamic veils could be unconstitutional, as well as stand in violation against the European Convention for the Protection of Human Rights and Fundamental Freedoms, the BBC reported on March 30.  The council added however, that rules requiring faces to be uncovered in public places such as schools, hospitals and law courts could be justified for security reasons, to combat fraud and to meet the needs of some public services.  Prime Minster Francois Fillon had asked the council for a legal opinion before drawing up a law on the subject.
